The Return to Sender quest in Fallout: New Vegas is one of the most intriguing side missions for players working alongside or exploring the New California Republic. Starting at Camp Forlorn Hope, this side quest asks the Courier to investigate strange communication discrepancies occurring across various military outposts. Completing this journey requires traveling across the Mojave Wasteland and making a crucial moral decision that affects NCR leadership.

Visiting Ranger Stations Across the Mojave

To begin the mission, speak with Technical Sergeant Reyes inside the command tent at Camp Forlorn Hope. She asks you to deliver updated security codes to several remote locations, including Ranger Station Alpha, Bravo, Charlie, Delta, Echo, and Foxtrot. Visiting each outpost gives players a tour of NCR operations while uncovering underlying frustration among station commanders.

After delivering the codes, return to Sergeant Reyes to report your progress. She will discover that the intelligence reports coming back from these outposts contain false information about troop losses and enemy sightings. This discovery prompts a secondary phase where you must investigate the origin of these tampered transmissions.

Investigating the Falsified Reports

Reyes sends you back to double-check the reports directly with the commanding officers at specific outposts. As you confirm that the written reports contradict the reality on the ground, the source of the misinformation traces back to Camp Golf. You are tasked with traveling to the historic Resort building at Camp Golf to confront the individual behind the fake intelligence.

Upon entering the House Resort at Camp Golf, head to the top floor to locate Chief Hanlon. The veteran ranger is responsible for altering the reports sent across the Mojave. Confronting him opens up a dialogue where he explains his motivations for undermining NCR morale.

Choosing Chief Hanlon's Fate

Chief Hanlon reveals that he has been falsifying reports to convince NCR leadership that the war for the Mojave is unwinnable, hoping to save lives by causing a withdrawal. At this juncture, the Courier must decide whether to turn Chief Hanlon in to the authorities or keep his secret hidden. Your decision directly determines how the quest concludes and influences the end-game slides for Camp Golf.

If you agree to turn him in, Hanlon steps into his office and locks the door, resulting in a dramatic turn of events that ends his leadership. Conversely, if you choose to keep his secret, Hanlon agrees to stop altering the reports, allowing him to remain in charge of the NCR Rangers. Both choices provide unique narrative weight, making Return to Sender a standout quest for lore enthusiasts.
